A Message From the Secretary Thank you for visiting the Maryland Department of Transportation Policy Manual. I’m honored to serve the people of Maryland under Governor Larry Hogan as the State’s 14th Transportation Secretary. I understand that transportation impacts everyone, every day. This job is a big responsibility, but also a big opportunity. Knowing that so much of how a DOT operates is affected by policy, MDOT is currently revising its policies to ensure that we deliver projects BETTER, FASTER, and CHEAPER. This manual will provide our partners and the public with a single point of reference for all external policies and associated documents.
