All TBUs are expected to comply with this Policy and supporting documents.  Should a TBU require a TBU-specific standard operating procedure, the Maryland Department of Transportation (MDOT) Deputy Secretary for Policy, Planning, and Enterprise Services hereby delegates the authority they require.  Any documents created by TBUs to comply, shall be approved in accordance with MDOT 001 and complete the TSO review process.

MDOT 720.1 Delegation of Authority Signed Hard Copy

All TBUs are expected to comply with this Policy and supporting documents. Should a TBU require a TBU-specific standard operating procedure, the Maryland Department of Transportation (MDOT) Deputy Secretary for Policy, Planning, and Enterprise Services hereby delegates the authority they require. Any documents created by TBUs to comply, shall be approved in accordance with MDOT 001 and complete the TSO review process.

MDOT MTA has a separate permitting process for MDOT MTA rights-of-way that adhere to separate review criteria for subsurface, at-grade and aerial crossings with separate insurance requirements.

MDOT MAA has a separate permitting process for Building, Single Trade or Installation Permits to be obtained prior to work being performed at Baltimore/Washington International Thurgood Marshall Airport (BWI) or Martin State Airport (MTN).

MDTA has a separate permitting process, where appropriate MDTA and MDOT SHA will cooperate.

Any such plans, processes, procedures, requirements, or guidance must be consistent with MDOT policies.

The Maryland Department of Transportation (MDOT) Deputy Secretary for Policy, Planning, and Enterprise Services hereby delegates the authority to approve and promulgate supporting documents consistent with MDOT 001 Policy Formulation and Management and the TSO review process to the MDOT State Highway Administration Administrator.
